New Jersey Considers Intrastate Online Gambling Bill

The momentum for regulated online gaming continues to grow, with a bill introduced in New Jersey serving as the latest example of the increasing public support for gambling law overhaul.

The sponsor of the legislation: Senator Raymond Lesniak (D-Union). The basic idea: New Jersey casinos would now be able to offer online wagering to New Jersey residents. The carrot for the state: licensing fees in the hundreds of thousands of dollars, along with a 20% cut on all gross revenue generated by the operations.

“There are probably 500,000 online poker players in New Jersey alone. And we’re missing out on around $100 million in revenue,” said Lesniak.

“We’re happy that New Jersey has taken this issue into their own hands,” said iMEGA chairman Joe Brennan Jr. “New Jersey is recognized as having the toughest gaming regulators in the US, but as a leading gaming state with a long track record of doing things the right way, Internet gambling will have a great home here and the opportunity to begin normalizing the industry.”

Poker would be included in the games allowed; the current draft of the legislation lists the following suite of games as potential offerings for online operators: “[Roulette] Poker, roulette, baccarat, blackjack, craps, big six wheel, slot machines, minibaccarat, red dog, pai gow, and sic bo; any variations or composites of such games [...]”

There’s also an interesting little bit buried halfway through that could have some impacts outside of the state should the bill become law: “Internet wagering in this State shall be deemed to take place where a casino’s server is located in Atlantic City regardless of the player’s physical location within this State.”

The chances of passing: tough to say. New Jersey is obviously cash-strapped, as are most states, and would welcome the revenue infusion this bill would provide. They’re also obviously no stranger to utilizing gambling as a way to boost revenues. That said, incoming governor Chris Christie (R) hasn’t taken a public position on the bill and anti-gambling groups are already mounting a stiff defense. Updates as they occur.
